I think the offenders should be more severely punished because them just getting a ticket or going to jail for a few days or weeks obviously doesn't help because they keep doing it. Think of ways to help punish them!
Animals have the right to live their lives without being beaten and neglected. Some people don't think they should, so help them speak up. Take care your animals. And if you find stray animals help them.
